120 Volt measurement through a single phase control with disconnect off or fan off.
On an EBC10, EBC12, EBC14, MEC18 & EBC30 (w/ triac board), the fan output terminals will always measure 120V AC if the disconnect is turned off. Without the motor 'connected,' there is no load that brings the measured voltage down to the actual voltage the control is trying to send out through the fan out terminals.
